CBAM: To keep European industry strong, we must protect the entire value chain

The CBAM (the EU’s carbon border mechanism) is a step forward for the climate, but today it risks being a job half-done.

Alongside 162 organizations and companies, we are calling on Europe to extend this measure to the entire value chain.

Why is this essential? Currently, CBAM applies to raw materials but not to finished products arriving from abroad. This creates a major imbalance:

  • EU manufacturers pay for their carbon emissions.

  • Imported finished goods enter the market without equivalent costs.

What is the risk? Without extending the scope to downstream products, industrial production risks shifting outside of Europe. We wouldn’t be reducing emissions; we would simply be “exporting” our jobs and our industry.

Our request: Extend CBAM to semi-finished and finished products in a simple and effective way. This is the only way to ensure fair competition and support those investing in clean technologies in Europe.
