ArcelorMittal and ESN raising awareness towards the EC on the necessity to protect the full electrical steel value chains

July 24 2025 : in a meeting organized by ArcelorMittal with DG Taxud and DG Grow to raise awareness on ‘’Why the EU resilience and steel intensive value chains are at risk ?”, taking example of Non-Grain-Oriented Electrical Steels, ESN was invited to testimony about the necessary protection at all steps of the value chain, not only in upstream (steel) but also in downstream, especially about ESN’s members main downstream activity (punching/stamping of Electrical Steels laminations and stacks [generators/e-motors stator and rotor cores, transformer cores, …]).

It is not only about trade protection measures but also to act on a level playing field with the extension of the CBAM to downstream products :

  • pragmatically and efficiently, the trade protection measures must be considered in a 2-step approach : swift adoption of the steel measures in order to activate rapidly the 2nd step about the extension to steel derivatives/downstream products.
  • for CBAM extension to downstream products, it was required to include the CN codes 85030020 and 85049013 (steel laminations and cores) in the list of the CN codes to be integrated in the CBAM extension mechanism.
